Introduction
The overall vision of the Punjab Population Policy 2017 is to promote a prosperous, healthy and enlightened society where every family is planned, every individual is educated and every citizen has the opportunity and choice to improve their quality of life.
With a population of over 103 million (2016), Punjab province faces a challenge of economic development and poverty alleviation. Although it covers 26% of the country’s land area and more than 50% of the total population, it is severely affected by rapid population growth. Current population density is estimated at 490 persons per square meter. Such a heavy burden in the face of declining socio-economic indicators not only undermines development outcomes but also places unacceptably high demands on limited resources to meet the needs of an increasing population. Gathering more resources to improve living conditions becomes a daunting task. In the past, population growth played a huge role for the segment living below the poverty line. At the current rate of growth, Punjab’s population will double in 36 years. There are fears that the economy will be unable to sustain this growth, and even under the most favorable forecasts, the standard of living seems unlikely to improve. Therefore, the current population trend is a matter of great concern.
Coping with population growth should undoubtedly be the central issue within the overall planning. The need for an effective population program at all levels cannot be ignored or overemphasized. Choosing to accept only voluntarily differences in geographical distribution of population, differences in terrain and culture, and above all the birth gap, which is more prevalent in the northern parts of the province than in the southern parts. These challenges challenge the department in dealing with a rapidly growing population.
